Jail Operations

Bookings, misconduct reports, and suicidal inmates trends over the last 5 years.

What we've learned:

  • Although the number of bookings from 2019 through 2022 have steadily decreased, the number of misconduct reports have remained fairly consistent per capita and the number of suicidal inmates have increased dramatically.

Theory:

  • Due to our quarantine procedures because of Covid-19, inmates are feeling more isolated, depressed, and experiencing anxiety. This is resulting in more suicidal gestures and attempts.

Booking trends by hour of the and day of the week for last quarter

What we've learned:

  • Our lowest time for book ins every day of the week is between 4:00 AM and 8:00 AM.
  • Our time of the highest book in volume is between 6:00 PM and 9:00 PM.

Solutions

  • We should schedule shakedowns and additional cleaning to occur during the hours of 4:00 AM- 8:00 AM.
  • We should staff an additional Control Room Operator to answer phones up in intake between the hours of 6:00 PM-9:00 PM on the weekends to help with the high call volume.

Incident trends by category over the last 5 years

What we've learned:

  • Between 2020 and 2021 nearly all misconduct violations were down including shakedown reports.
  • In 2019 our misconduct reports were up, yet out 5 Point Restraint System usage was significantly lower than recent years.

Theory:

  • Covid 19 Protocols have impacted our operations especially regarding discipline. Fairly regular scheduled shakedowns have been replaced with cleaning and other required procedures. A solution might be to move shakedowns to earlier in the morning during slow times as indicated in the graph above.
  • Our recent misconduct reports being down yet our 5 Point Restraint Usage going up is an alarming statistic. We've had a recent turn over in staff, a possible solution may be more interpersonal communication skills training for our staff.
